Cusco is the department with more paralyzed works

Every year, for approximately three months, the budget public for the next period. Although the Executive – through its bill – provides a proposal for the distribution of these resources, in many cases in Parliament, modifications are made with the purpose of satisfying the orders of institutions, regional, local governments, among others.

By 2026, the amount that is expected to allocate for investment projects would amount to S/48,532 million, of which S/37,293 million, that is, 77%, is for the continuity of works. It is that the authorities receive resources to contribute to the closure of gaps; However, what does not exist is a good management for execution.

This newspaper on multiple opportunities has warned about the slow progress of budget execution for investment. Moreover, data from the Portal Friendly Consultation of the Ministry of Economy and Finance (MEF), updated to September 19, reveal that none of the three levels of government has spent or 60% of resources for public works. Even the progress of local governments is only 46% by just over three months to finish the year.

For this reason, it is not surprising that, according to information from the Comptroller General of the Republic, as of June of this year, 2,428 p are registeredparalyzed public roots which add up to more than S/44.200 million.

Cusco, the region that in recent days has been news for social conflicts around Machu Picchu and the blow that this means for tourism, leads the list with 320 paralyzed works (see picture), which means 13.2% of the total.

One of these initiatives is the “Rehabilitation and Improvement of the Patahuasi – Yauri – Sicuani – Section: Colpahuayco – Langui”, whose investment exceeds S/641 million and is in charge of the national government. The cause of the stoppage of this project, whose work began in 2021, is the breach of contract. This work records a physical advance of 75.76%, and the last time a progress was reported in 2024.

Another project that is detained in Cusco, the “Improvement and expansion of the educational service of the Institute of Higher Technological Education ‘Anta’ – Zurite”, the Huaylla of the Zurite district, which is in charge of the regional government and whose disbursement would exceed S/25.4 million.

The Provincial Municipality of the Convention in said department also has a paralyzed work for more than S/43.1 million. This is the “improvement and expansion of the drinking water and sewerage system of the city of Quillabamba”.

Bad files

On this situation, the senior economist of the Peruvian Institute of Economics (IPE), Miguel Alzamora, considered that much of these arrears respond to the deficiency in the elaboration of the technical files.

In addition, he indicated that most of the sectors where these works are located are transport and communications, housing, construction and sanitation, education, agriculture and health.

Similarly, he warned that in the last year of management, the authorities execute high speed projects, which does not necessarily mean that they do it well. Some of those initiatives, he explained, are halfway to take care of the following mayor or governor. The problem is that, with the entry of a new authority, there is a delay in the execution, which can lead to some works initiated towards the end of the previous management, remain in Stand By.

Along the same lines, the professor of the University of the Pacific, Carlos Casas, said that some governments lose interest in projects that began in previous periods.

“There are paralyzed works because there is no physical-legal sanitation. There we see many schools and posts that are not sanitized and that the construction begins. All this is the result of the disorganization of the State and the lack of public policies,” he added.

In that sense, he assured that “to the machage” works are currently being done, without previous technical file and in which only the photo is sought, but that are works that are not carried out with the required parameters.

For his part, the Postgraduate Professor of the ESAN, Jorge Guillén, indicated that, although public investment represents 20% of the total disbursement that is carried out in the country (80% is private), it is necessary to move forward the projects arrested.

“We are in September and the progress of budget execution is slow. Others invest in projects that are not worth it when what we need is infrastructure,” he said.
