They are scheduled for this Sunday (21), in at least 30 cities and 22 capitals, protests against the proposal of amendment to the Constitution (PEC) of the armoras the project became known approved by the House last Tuesday (16). The proposal, in practice, makes it difficult to open criminal proceedings against parliamentarians.
Acts will also criticize the amnesty proposal for convicted for attempted coup. Among them, former President Jair Bolsonaro, convicted by the Federal Supreme Court (STF) to 27 years in prison.
This Sunday’s mobilization is also made by members of the Government base in Congress, as well as trade unions, popular movements and other civil society organizations. They disapprove of what they call “bandit PEC” due to the potential to suspend the investigation of crimes.
Musical acts
In Brasilia, the act is scheduled to start at 10am in front of the National Museum. Singer Chico César is confirmed to the musical part of the act. In Belo Horizonte, in Raul Soares Square, the act is scheduled to start at 9am, with the presence of singer Fernanda Takai.
In São Paulo, the concentration will be at MASP, on Paulista Avenue, at 14h. In Rio de Janeiro, the movement was called to Copacabana and should have a free show of artists such as Caetano Veloso, Gilberto Gil and Chico Buarque, who promise to sing together on an electric trio that will depart from post 5, at 14h.
In a video on social networks, Caetano said the Congress movement, to approve a rule that suspends investigations, cannot be unanswered. “We have to go to the street, ahead of Congress, as we have been other times. We will not say that we do not admit it, as people, as a nation,” said the singer.
Other artists, such as Djavan, Maria Gadú, the group Os Garotin and Marina Sena also confirmed presence.
The demonstration on the edge of Rio is one of those who were called by collectives such as People’s Front without Fear, Popular Brazil Front and Popular Movement Center, with great movement on social networks.
Proposal
The PEC of the Armage, as approved by the House in an urgent basis, provides that any opening of criminal action against parliamentary depends on prior authorization, the absolute majority of the Senate or the Chamber.
By the text, parliamentarians have 90 days to decide whether or not they authorize criminal investigation against a colleague, when the Supreme sesses the request to Congress.
Defenders of the measure say that the proposal is a reaction to what they call the abuse of power of the Supreme Court (STF) and that the measures restore original prerogatives provided for in the 1988 Constitution, but which were later changed.
Return to the past
Critics, in turn, accuse that PEC is A return to what I was in force before 2001when Congress approved an amendment to overthrow the parliamentary authorization requirement to process parliamentarians.
At the time, the decision was made in front of hundreds of cases of impunity from senators and deputies investigated in crimes that included corruption, murders and drug trafficking that shocked public opinion throughout the 1990s.
Movements to combat corruption also accuse the deputies who voted in favor of the measure of trying Escaping ongoing investigations at the STF on deviations in the application of parliamentary amendments.
Processing
After being approved in two shifts in the House, PEC was sent to the Senate, where it should face resistance. The President of the Senate Constitution and Justice Commission (CCJ), Otto Alencar (PSD-BA), demonstrated indignation with the initiative.
“The repulsion to the armor PEC is stamped in the people’s surprised eyes, but the House of Representatives strives not to see. I have a opposite position,” the senator said on social networks.
