The subcommission of constitutional accusations (SAC) of the Congress of the Republic declared the constitutional complaint filed by the Prosecutor of the Nation, Delia Espinoza, against the congressman for popular action, appropriate, against the Popular Action, Raúl Doroteo Carbajofor the alleged crime of concussion.
Six legislators from different benches supported the measure while another 3 voted against; In addition, three parliamentarians abstained.
The vote, however, was challenged by Congresswoman Patricia Chirinos, of popular renewal, who presented a request for reconsideration that was finally rejected by a majority.
Doroteo is syndicated as the alleged perpetrator of the crime of concussion in the grievance of the State. According to the complaint of the Prosecutor’s Office, presented through the area of illicit enrichment and constitutional complaints, Doroteo Carbajo would have abused his position to force the worker of his office María Fernanda Morales Gutiérrez to deliver 50% of all the income he received from the Parliament between the years 2023 and 2024, under threat of dismissal. In this task the legislator would have had the collaboration of Mario Reyes Ortiz.
The complaint against the acciopopulista congressman was made in March last year. On that occasion a chat was known between him and the worker, in which he tells him that he is not possible to continue delivering 50% of his monthly remuneration “as he normally did.”
“Please see the way to reduce the percentage of 25% from January, but, in any case, you arrange. I have made that decision after having talked with my parents, after you and the truth I feel bad for my state,” Morales wrote.
In this case, Doroteo was investigated by the Commission of Parliamentary Ethics that in December 2024 approved its final report recommending the Plenary to suspend it for 120 days in the exercise of its functions. The proposal, however, has not yet been voted.
The AP legislator, it should be noted, is also investigated by the Prosecutor’s Office as a member of the so -called group ‘Los Niños’.
According to the Fiscal Hypothesis, this group, initially integrated by six popular action legislators, would have redeemed their votes to prevent interpellations from Pedro Castillo government ministers and block vacancy requests against the ex -president in exchange for contracts and tenders for their relatives.
