The future validity for the financing of the Public-Private Alliance (APP) The Paranquillo-Popayán are insured. This was confirmed by Roberto Uparela, executive vice president of the National Infrastructure Agency (ANI), during the third showroom of the project, held at the headquarters of the Ministry of Transportation in Bogotá with the presence of Minister María Fernanda Rojas Mantilla. The event brought together commercial aggregates and representatives of companies from countries such as Spain, France, Brazil, Germany, Japan, China, Chile, Austria, Türkiye and the United Kingdom, among others.

As explained by Upala, Decree 1082 of 2015, currently in the stage of observations for its modification on the reprogramming of future validity, does not affect the project El Panquillo-Popayán.
“This modification of the decree is especially for the projects that are today in execution, projects with very particular conditions that are in the pre-construction or construction stage and that have some difficulties for the execution of resources and, of course, that they also have resources in fiducias that allow leveraging the development of pending processes so as not to traumatize their development”he said.
For its part, Gina Rincón, Vice President of Structuring of the ANI, said that the future validity equals 97% of the financing of the project, while the remaining 3% will be covered by the toll collection. The latter were already socialized with communities. The official added that the structuring incorporates learning of fourth and fifth generation road concessions, especially in technical, environmental, risks, previous consultations and critical sites, which provides greater security to investors.

Advances in the public bidding process
The project maintains the deadlines established in its schedule. Rincón recalled that on July 14, 2025, the public bidding process was published, open for the reception of offers until November 24 of the same year. The expectation is to award it at the end of December.
“Until September 17 we receive multiple and diverse observations from those interested in the project already more on October 14, 2025, the answers will be published, complying with the defined schedule. Likewise, on September 10 the protocol to hold informative meetings in order to know the different experiences, perspectives and approaches, in order to achieve compliance with the process”said the vice president of structuring.
Ani stressed that The structuring of the project was designed based on previous experiences to reduce risks. In addition, open participation mechanisms to international investors seek to guarantee plurality and transparency in receiving offers.

THE ESTANQUILLO – Popayán

The El Estanquillo-Popayán project It has an estimated value of 8.8 billion pesos. Of that figure, 6.29 billion correspond to investments in Capex and 2.53 billion to Opex. The initiative includes a two-year pre-construction period, followed for four and a half years of construction, eighteen years of operation and maintenance, and six months for the reversal and settlement of the contract.
Within its technical specifications, the plan includes the construction of 14 tunnels with a total length of 17.9 kilometers, 125 new vehicular bridges and 62.3 kilometers of double road. It also contemplates the execution of nine new intersections, both at level and unevenness, 15 pedestrian bridges and the acquisition of more than 600 rural and suburban properties.
The size of the project implies a significant investment in road and logistics infrastructure, with direct impact on regional connectivity. The combination of tunnels, bridges and double -road sections seeks to optimize mobility, improve road safety and guarantee technical conditions consistent with international standards.
