With 74 votes in favor, the Plenary of Congress approved the insistence opinion of the autograph of the law that authorizes the creation of national universities in 15 departments of Peru, ignoring the previous observations of the Executive.
The new standard will allow the installation of universities in 15 regions, including some with little infrastructure such as Amazonas and Apurímac. The opinion accumulated more than 30 bills.
However, Congress has overlooked the observations made by the Executive in this regard. Mainly, the lack of financial viability, the affectation to university reform and the absence of a technical study.
The Ministry of Economy and Finance (MEF) and the Ministry of Education (MINEDU) issued unfavorable technical opinions, noting that the creation of these universities did not have the necessary budget or planning for its operation.
The Executive also argued that the creation of new institutions without a clear plan and guaranteed budget could go against the advances achieved in the university reform and the quality standards established by the National Superintendence of University Higher Education (SUENEDU).
The observation about the lack of technical study on universities indicated that the legislative initiative lacked a solid technical and economic study that justified the viability of the new universities.
