“I want to be absolutely clear, since Juan José Santiváñez assumes various positions in the executive sector, we have been victims of media campaigns, the same as later and as he has been developing, they have been falling alone,” was what Santiváñez said in his speech.
In his speech, the minister directly accused a sector that he described as “caviar” and the Public Ministry of being conspired to get him out of charge for the decisions he is making.
“From our point of view, there is a clear issue. In a certain sector and that it is a sector that I have always described as caviar, it does not like Santiváñez. He does not like the decisions that we have adopted both in the Ministry of Interior and those we are adopting in the Ministry of Justice,” said the minister.
Santiváñez presented a fiscal act that, he said, proves the manipulation of evidence. He explained that in a first diligence, on Friday, the expertise was held on a black USB with 33 files. However, in a second diligence, yesterday, the USB had changed red and now contained 77 files. The minister said this shows that the Public Ministry “has absolute and manipulated control of all evidence.”
Likewise, the minister revealed a discrepancy in the audio metadata, noting that the recording time does not coincide with the visiting time registered in the Transparency Portal of the Ministry of Interior. He said that the audio is recording time at 11 at night, while the visit of the person identified as Elizabeth Alvarado, took place in the afternoon. “There is no truthful source of these issues,” he concluded.

Santiváñez referred to other media cases he has faced. He mentioned that the Supreme Court has just declared the process against the members of the “Death Squad”, whom he defended, and that the Comptroller has determined that a purchase of Diviac teams, which he denounced, did cause economic damage to the State, despite the fact that at the time the media described as a liar.
The minister justified meetings with relatives of convicted as part of a project to enable a special penalty for police, and recalled that he attended more than 1300 people in ten months of management. Finally, he said he resigned from all his legal sponsorships in November 2023, before assuming his position, so the accusations of continuing to exercise as a lawyer are false.
