Populists want to lie down the pension system reform

Populism again becomes prominence in Peru and is about to lower the reform of the pension system and the possibility that Peruvians have a minimum S/600 pension when they retire.

It is that, a year after Congress approved by majority the law of modernization of the pension system, and that the Executive promulgate it without observations, and almost two weeks after this rule was regulated, this populism appears by the hand of the electoral campaign and also of audios that compromise the situation of the current Minister of Justice, Juan José Santiváñez, and its possible involvement in a case of trafficking of influences. This search for easy applause corresponds to banks such as Peru Libre, Podemos Peru, Popular Force, Popular Democratic Block, Popular Renewal, Alliance for Progress, among others, as well as by the Executive headed by President Dina Boluarte and her message of support for the eighth withdrawal of the AFP funds.

After the stir caused by the president, who should be the main flag bearer to carry out a reform that the country needs, ministers who previously questioned the new access yesterday forgot those words to give a speech in which they demonstrated that their ideas and positions have no weight within the Executive, and that it does not matter that so far they would leave the system S/115,197 million.

Thus, from the lost steps of Congress, one of the first to change the speech was the head of the Ministry of Economy and Finance (MEF), Raúl Pérez Reyes, who read a statement where each of the words of the head of state supported.

“If approved in Congress (the eighth withdrawal), the Government will support this decision after a technical analysis of costs and benefits, but we call for individual responsibility. Those who really need it will be able to withdraw, but those who do not go through an urgency should assess their contributions to guarantee a minimum pension in the future,” he said leaving behind statements a few days ago where he affirmed that if the congress was approved by the funds. individual accounts, they would observe the law.

Without giving rise to questions from the press, the official, who a few days ago boasted before investors in London about the stability of the country, said that his position is to ensure the sustainability of the system and that “the government attends the short -term social urgency, but does not renounce its long -term vision.”

“We will continue working for a solid, sustainable and fair pension system, which guarantees decent pensions for Peruvians and preserves macroeconomic stability,” he said, although already without bases that support those statements for their change in position.

But Pérez Reyes was not the only one who had to modify the chip to support the president. The Minister of Labor and Employment Promotion, Daniel Maurate, who in August of this year stressed that a new access to the funds would mean that people do not have a pension in old age, yesterday said that the withdrawal proposal to which they would give the apparent refers that access to the funds is “voluntary”.

“If someone requires withdrawing their funds for a project, company, a venture, to improve their economic situation and have a better quality of life in the future, that is the faculty that the citizen has from this initiative that the president is supporting,” he said as if it were a simple savings account.

Dina Boluarte’s statements not only generated a change in the posture of the ministers, but also achieved that in Parliament the batteries were put to step on the accelerator on this issue, although there are 2.3 million affiliates with zero savings soles for their retirement.

In this way, the president of the Congress Economy Commission, Víctor Flores (FP), who by the way, before assuming the position, that is, in June of this year, he warned about the danger of retreats, announced that tomorrow they will begin the debate of the more than 20 projects that raise access.

For this, the parliamentary group has summoned representatives of the Ministry of Economy and Finance, the Superintendence of Banking, Insurance and AFP (SBS) and the AFP Association.

But he was not the only one who joined this wave of populism. The president of the Congress, José Jerí, stated that some articles from the pension system reform are eliminated, but also stated that the regulation of the norm be left without effect. By the way, the legislator of Somos Peru was vice president of the Economy Commission that took this reform last year and today justify the time in which that initiative was voted.

“They were late at night (when the law was approved) and it was an important issue. In addition to making the mea guilt, some aspects must be improved,” he said and questioned that the Executive has distorted the rule that the Parliament approved at the time.

In Parliament, even some legislators already talk about knocking down the entire reform, with which initiatives such as minimal pension, the entry of new competitors, the contribution of independents and affiliation since the age of 18, would no longer remain underway.

There are even those who want to unify the system in one (public and private), which would forget about competition and pensions could end up in the hands of a state institution that does not allow contributions to generate profitability.
