Given this situation, the governor of Cusco held the Executive Power for the situation.

Likewise, the regional authority indicated that, in terms of the Hiram Bingham Tura, the law must be fulfilled and allow the San Antonio de Torontoy company to initiate the functions, since it has been designated as a temporary concessionaire.
“It is only requested that the law be fulfilled. Here it has already been chosen in decisions between the Ministry of Transportation and the ministries that I have cited, the provincial municipality as responsible, and the only thing that has to be requested is that the law is fulfilled.
