An unusual and cruel event has shocked to the inhabitants of Ocaña, Norte de Santander. The Attorney General’s Office reported that Ronald Stiven T. was charged as alleged responsible for the crime of death to animal, aggravated, after, on September 15, he would have ended the life of two pigeons using his teeth.
The case occurred on the Plazoleta May 29, in the center of the municipality, where several citizens witnessed the scene. “A citizen who was located on the main park (…) took these defenseless birds and caused decapitations,” said Captain Juan Sebastián Cartagena, commander of the Ocaña Police Station.
According to the authorities, it would not be the first time that this individual commits similar acts. “It has been tracking because this type of fact has been repetitive,” added the officer.
The situation was also denounced by Nohora Pinto, lawyer and local animalist, who said on W Radio that “this man appears, mysteriously, climbs to the palomera and begins with her teeth to tear the head to the pigeons. When this happened there were enough people in the park, they called the police to capture it.”


Capture and judicialization of man
After being alerted, uniformed by the National Police captured the defendant in flagrance and left him available to the Prosecutor’s Office, in compliance with Law 2245 of 2025 on animal abuse.
At the hearing, a guarantee control judge accepted the request of the Prosecutor’s Office and imposed assurance measure in prison. However, they point out that man, apparently, presents psychiatric problems, so he must undergo medical valuations.
“The only entity that can determine whether it is imputable or is not the Prosecutor’s Office through its investigation. You have to do an exam with psychiatry so that they determine this,” Pinto explained.
The defendant, meanwhile, rejected the charged position against him.
