CES presents extensive work plan seeks to create a national guide against Haiti

Santo Domingo.-The modification of laws, the creation of entities, educational programs and restrictive measures, are part of the set of agreements achieved among the members of the Economic and Social Council, representatives of the Executive Power and the former presidents of the Republic.

It is a large document produced together by the thematic tables and that, when reading, he thinks if there will really be ways to put into practice the proposed.

In fact, the same document recognizes that it is not a point of arrival, but of departure, and that it will demand political leadership if they want to turn it into a guide for future action.
Border surveillance

The plan includes an integral strengthening of border control and the fight against illicit networks through the expansion of surveillance infrastructure and technologies.

Among the main measures is the continuity of the intelligent perimeter fence project, which includes the installation of command and control centers (C4I), observation towers and vehicular scanners.

Likewise, the optimization of the video surveillance system with advanced analytical tools, biometry, plaque reading and facial recognition is expected.

In parallel, the creation of an interoperable border intelligence system will be promoted, which allows the exchange of information and alerts with international organizations such as Interpol, Europol, America and ICE. This strategy will be accompanied by the formation of a specialized unit to combat trafficking and immigrant traffic, attached to a migratory intelligence direction.

In governance
Likewise, joint work is contemplated with international organizations such as IOM, UNICEF, OAS, etc. Many of those who have adversed the country in the field of immigration management.

In addition, it is proposed to promote regional interoperability through shared data and specialized training platforms, within the framework of the SICA and the Caribbean community.

The idea is to take advantage of multilateral cooperation not only for technical assistance, but also for prevention campaigns and protection programs for victims, reinforcing the capacity of the Dominican State to articulate joint responses to migratory challenges.

In a complementary way, the document raises the digitalization of the procedures, the creation of unique windows and the speed of the documentation processes in the General Directorate of Migration.

It also highlights the implementation of the National Agricultural Mechanization Program (PNMA), the installation of regional technological training centers together with INFOTEP and Universities, and the impulse of a National Plan for Agricultural Innovation with territorial approach, focused on labor conversion and the reduction of informality.

Public services
In this axis, the CES and the participants of the dialogue, agreed to update the Protocol of Health Care to Foreign Patients and the implementation of a Unified Digital Biometric Registry between the General Directorate of Migration (DGM), the National Health Service (SNS), the Ministry of Education (MIND) and the Central Electoral Board (JCE).

According to the document, this mechanism will allow to link access to public services with criteria such as legal residence, schooling and vaccination, without neglecting humanitarian attention in the cases that the law provides.

Likewise, a national platform for territorial monitoring of the use of public services by the migrant population, complemented with inter -institutional quarterly audits to evaluate trends and needs.

In the border field, a mandatory biometric control protocol for access to markets in Dajabón, Elías Piña, Independencia and Pedernales will be established, where fixed and mobile registration points will be installed.

The access will be conditioned to the presentation of the card or Haitian passport, in coordination with the General Directorate of Customs and the Ministry of Defense.

There are more, which increases the possibility that much of what is agreed to stay on paper.

So that it does not go unnoticed, the plan contemplates the creation of observation and early alert networks with local leaders, the installation of immigration coordination tables and confidential complaint channels.

The meeting took place at the headquarters of the Global Democracy and Development Foundation (Funglode), where Fernández highlighted the institutional value of the dialogue process.

He pointed out that “it is an example for all Latin America that in the Dominican Republic we have built a permanent dialogue institutions where conflicts can be settled, as is the economic and social council.” The ex -president asked to create a monitoring commission to comply with everything agreed in the work plan with the CES.
