It was September 12, 1992. In Surquillo, a house hid the most wanted man in the country. There, the Luminous Path leader fell into the hands of the Special Intelligence Group (GEIN). Since then 33 years have passed.
Abimael Guzmán, the self -proclaimed ‘President Gonzalo’, dreamed of burning and violently taking power in Peru. But he finished handcuff, with a striped suit.
In the successful capture, called Operation Victoria, there were no shots. Guzmán fell surprised by the patience and intelligence plan of the GEIN. It was undoubtedly the most accurate coup in the state against the bloodthirsty terrorist group.
However, its fall did not completely eliminate violence. The luminous path column was broken: disarticulated, forced to mutate and without its guardianship, without its brain. In its wake, terrorism had left more than 69 thousand dead, balance of the macabre war that Sendero began against the country.
Three decades later, the operation is still a lesson. Of police intelligence, method, confidence in institutions. In times of uncertainty and political noise, it should be remembered that the State can succeed when organized and knows how to do so.
The GEIN not only captured a terrorist leader. Disassembled a machinery. And he did it without shooting a single bullet. But the threat has not disappeared: the Movadef keeps its legacy alive, and the FENATEP is linked to that organism, according to the dircote.

Within the framework of the commemoration of this transcendental capture, Peru21TV spoke with Cecilia Garzón, the agent ‘Gaviota’, a member of the GEIN and one of the architects of the arrest of the terrorist leader.

‘Gaviota’ said that, although Guzmán was defeated and died on September 11, 2021, the danger remains latent. Many of the terrorists who arrested, in addition to Guzmán, have obtained their freedom, and according to her, a terrorist never regrets their actions.
When consulted on the persistence of the threat, although all the premises of Movadef – the political arm of the Shining Path – were dissolved by the Judiciary, the Fenatep remains active, ‘Gaviota’ said that there are “several facade organisms” of that terrorist group in activity.
“We have several facade organisms that are the same light path, and are present in the demonstrations. The police are working and many terrorists have come free. There is no repentant terrorist. They will continue with their ideology. Thank God, Abimael was captured and is dead, but the ideology continues. And beware of that because it is stronger than anything,” he warned ‘Gaviota’.
