The Plenary of Congress of the Republic on Thursday, September 11, to the Minister of Lentior, questioned today, Carlos Malaverwho responded to an interperational document of 22 questions mainly referred to the actions of his sector to combat citizen insecurity.

During the plenary debate, congressmen from all banks participated giving opinion on Minister Malaver.
In his speech, Congressman Paul Gutiérrez Ticona addressed the Interior Minister Carlos Alberto Malaver, expressing his skepticism about the Minister’s statement to be “giving a hard blow to the criminal gangs.” Gutiérrez argued that the reality of crime, especially in terms of vehicle theft, seems to contradict the minister’s speech.
The congressman also questioned the Ministry’s strategy to face this type of crime, suggesting the possible complicity of “some high controls” of the police. Likewise, he asked Mala to inform about the state of the implementation of Law 32313, which seeks to strengthen the police in each region, and how much budget it has been assigned for the creation of executing units, specifically in the Apurímac region.
The parliamentarian Katy Ugarte expressed the frustration of citizens in the face of increasing insecurity, hired and crimes.
Ugarte directly questioned the minister about the results of his work, noting that citizens do not perceive forceful actions. “The Sicariato, the crime defeats us with cold blood murders,” he said.
In addition, the legislator expressed the rejection of the residents of the District of La Punta to the construction of a new penalty, proposing in its place that the works of other prisons that already have approved technical files, such as Ica’s.

The minister answered the 22 questions they asked him during the Plenary of Congress for approximately an entire hour. In his opening speech, Malaver recognized the serious security situation in the country, marked by organized crime, illegal mining and extortion.
The minister defended criticism for the logistics and equipment deficit of the National Police of Peru, arguing that he knows the situation first hand having served in the institution for 35 years. “I know what it is to go out to the streets with expired vests and old weapons. I have known those limitations from the base, from the uniform and on the street,” he said.
Malaver said that, since he assumed the position on May 14, his management has managed to dismantle 4,482 bands and 78 criminal organizations, among which he mentioned “the evils of the cone” and “the soldiers of the monster.” He highlighted the recent “forceful operation” that dismantled an organization dedicated to sicariate and extortion to carriers, achieving the freezing of 50 bank accounts with more than 20 million soles.
In addition, he highlighted the approval of the law that allows the police to request the immediate freezing of bank accounts linked to extortion. Finally, he reaffirmed his commitment to “work with commitment, firmness and concrete results” and said that the National Police is prepared to guarantee security during the next elections.
The multiparty motion questions the significant increase in crime in our country, noting that according to the National Computer System of Deaths (SINADEF) of the Ministry of Health, 1,377 homicides have been recorded so far from 2025.
“In approximately one month all will be overcome in the 2021, 2022 and 2023,” says the document. According to the official records of SINADEF, “every 3 hours 58 minutes there is a national homicide so far this year,” is added in the considered part.

González added that beyond everyday issues such as insecurity in which the figures are alarming and what happens in the north of the country with illegal mining, the violation is very serious, a few days ago, of the Police Intelligence Directorate. Despite this, he said, “nothing has happened” and there has not been a pronouncement of the defense or intelligence commissions of Congress itself.
“Then, I believe that it will be more of the same. The minister, beyond his good intentions, I think he is not giving the size, but the problem is not him, the problem is Dina Boluarte. The problem is that the designations in general in his cabinet, like those of the same minister Malaver, Juan José Santiváñez and others, tell us that he cares little The population, ”he said.
