Alberto Rojas, head of the Cabinet of Advisors of the Ministry of Transportation and Communications (MTC), announced at a press conference the Comprehensive Inspection Report held by Rail Electrical Services LLC at 20 locomotives and 93 wagons that the Municipality of Lima brought from the United States.
This report was made on March 14, 2025 at the request of the same municipality and for a cost of more than $ 100,000. The MTC just had access to these documents through a journalistic complaint.
In the aforementioned document, a series of problems in the rolling material donated by the American company Caltrain are announced. One of the main risks indicated by the report is the “obsolescence of spare parts”, something that becomes urgent for “being rolling material with more than two decades of use.”
The official said that the MTC will denounce the Municipality of Lima: “Here there are committed public resources, and we in the Ministry of Transport and Communications, for the sake of transparency, we will be studying letters to the Comptroller’s Office of the Republic, to the Congress of the Republic, to the Public Prosecutor’s Office, and the competent authorities so that they can determine administrative, civil and criminal responsibilities.”
It is also mentioned that some cars are not repairable, that a complete reconstruction of the engines should be made, in addition to the existence of oil leakage and drainage problems. It was also detected that the engines are blocked, with turbo failures and some cars lack doors and windows.
The conclusions of the report presented by the Ministry’s advisors determine that trains and wagons are in critical condition, that the repair of these would cost 1.8 million dollarsand that difficulties for corrective or preventive maintenance actions are shown, in addition to the need to expand the existing railway.
Alberto Rojas showed that the technical table established by the MTC with the Municipality of Lima will continue and that this information will inform it.
“It is important to emphasize that not only public resources have been committed, regarding the donation but for the elaboration of this technical report that has cost more than $ 100,000, at the request of the same municipality of Lima,” said Rojas.
“The MTC, for the sake of transparency, will attend letters to the Comptroller General of the Republic, to the Congress, to the Public Ministry and the competent authorities so that they can determine the responsibilities that there were in the administrative and criminal field,” he said.
