Labor risk surpluses will be used in strengthening health services

Santo Domingo.-After the National Social Security Council (CNSS) approved an allocation 12.5 billion pesos to strengthen the Dominican Social Security System (SDSS), of which the National Health Insurance (SENASA) would receive 6,000 million, will not be delivered immediately.

This was explained by the president of the CNSS and also Minister of Labor, Eddy Olivares, indicating that it is not an immediate transfer, but that these resources will be distributed in a staggered way for the strengthening of Senasa and other health risk administrators (ARS).

In addition to the 6,000 million that will be allocated directly to Senasa, the State Ars, 5,000 million pesos will go to the health care account of the people of the contributory regime and 1,500 million will serve to cover subsidies due to common illness, breastfeeding and maternity.

Faced with recent questions about a possible financial or alleged corruption crisis in the last management of Senasa, the president of the CNSS and Minister of Labor emphasized that “it is not a deficit.
The Council unanimously determined that it was convenient to strengthen Senasa and other Ars, using resources that are already part of the system and come from the funds accumulated in occupational risk insurance, ”Olivares explained.

The official explained that these resources come from the Dominican Institute for Occupational Risk Prevention and Protection (IDOPPRIL), an entity that manages joint funds between employers and workers.

By the year 2025, it is estimated that the Fund of the IDOPPRIL reaches 50,000 million pesos, of which 12.5 billion pesos have already been assigned to strengthen key institutions of the system, especially Senasa.

President Luis Abinader categorically condemned the alleged acts of corruption in the National Health Insurance (Senasa), and said that “anyone who has stolen public funds and especially health, should have drastic consequences in terms of justice.”

The president clarified that it was the government itself who requested the investigation to the Public Ministry, with official authorization since November 2024.

The director of Senasa, Edward Guzmán, highlighted the importance of strengthening accountability and optimizing the operation of the institution, ensuring that all procedures conform to national standards.

The Secretary of Social Security of the Dominican Liberation Party (PLD), Winston Santos, expressed concern about the recent approval by the National Social Security Council (CNSS) of the use of RD $ 6,000 million of the Dominican Institute for Prevention and Protection of Occupational Risk (IDOPPRIL) to cover the National Health Insurance deficit (SENASA).

He said that “although they recognize the need to guarantee the financial sustainability of the health system, the transfer of 5 billion to the contributory regime shows the lack of criteria with which the account related to the care of people’s health has been handled.”
