From 2028 independent workers they will mandatory for their pension

As of 2028, formal independent workers in Peru must necessarily contribute to the pension system, starting with 2% of their income, a percentage that will gradually increase to 5% in 2034, according to the Modernization Law of the Peruvian pension system.

This reform, which already has its regulation published in September 2025, seeks to integrate this sector that until now it was not obliged to contribute.

The president of the Specialized Committee of the College of Economists of Lima, Arturo García, stressed in statements to Andina The importance of this incorporation, although he pointed out that the Maximum contribution of 5% for independents is still low compared to the 10% of dependent workers. Given this It raises the need for future modifications to the system.

Garcia also recalled that EThis measure only reaches formal independent workers, leaving 75% of the workforce that is informal, which implies a challenge to promote labor formality in the country in the coming years.

It should be noted that the incorporation of formal independent workers is established within the framework of the Peruvian pension system modernization – Law No. 32123- which was promulgated on September 24 last year.

Meanwhile, On September 5, 2025, the corresponding regulation was published through Supreme Decree No. 189-2025-EF.
