About 6.55 million families have left the poverty line in the last two years. In individual terms, these families represent a contingent of 14.17 million people.
The finding is in an analysis of families registered in the Single Registration (CadÚnico) and disclosed by the Ministry of Social Development (MDS).
CadÚnico considers as poverty line families with income of up to R $ 218 per person. In 2023, the registration had 26.1 million families in this income range. In July 2025, the amount was reduced to 19.56 million, a decrease of 25%.
For MDS holder, Minister Wellington Dias, there is a combination of economic and social development.
“People are coming out of poverty, whether for work or entrepreneurship,” he says.
The government registration ended July this year with 41.6 million families, which means 95.3 million people. The ministry classifies those registered in CadÚnico in three monthly income ranges per person:
- Poverty situation: up to R $ 218
- Low income: between R $ 218.01 and a half minimum wage (R $ 759)
- Income over half a minimum wage

CadÚnico acts as a gateway to government benefits, such as Bolsa Familia. In the case of the income transfer program, the main rule to be entitled is that the income of each family person is a maximum of R $ 218 per month.
Family income
The calculation of family income per person consists of the sum of the individual rents of family members divided by the number of people who form the family nucleus.
In the amount of individual income, in addition to resources obtained through work, they enter the retirement account, pension, donations and the benefit of continued benefit (BPC – one minimum wage per month to the elderly aged 65 or over or to the disabled of any age).
The survey showing a reduction of people below the poverty line was carried out by the Secretariat of Evaluation, Information Management and Single Registration. According to the secretary of the portfolio, Rafael Osório, the decrease of families with income less than R $ 218 per person is explained by three factors:
- advancement of social programs
- Improvement of the job market
- cadenic qualification process, which automatically incorporates data on the formal income of workers
With this enhancement of the registration, the government can incorporate data such as retirement receipt, for example.
“With the integration of information with other databases, already available with the government, we reduce the dependence on self -declaration,” says the secretary.
