In Peru of Dina Boluarte it does not matter if there is a need for change in the direction of ministries. It is better to maintain a closed circle than – blinded by political prejudice – kneading juicy salaries month after month. It is not the ministerial cabinet; It is the president’s brotherhood, which has made the State a private club with stable membership, at least until July 2026.
Julio Demartini is a clear example of this. Its maximum position in the Public Administration, Minister of Development and Social Inclusion (MIDIS), obtained it at the same time that the president assumed the presidency after the attempt of Autogolpe de Pedro Castillo. On December 10, 2022, he agreed to this position in which he remained until February 1 of this year.
Cornered by the outrageous scandal that starred in the extinct social program Qali Warma, which included a research murder and a distribution of horse meat for low -income schoolchildren, was forced to resign.
However, luck was not elusive, since it was only out of the State for a month. On March 3 he was appointed as an advisor to the Ministry of Foreign Trade and Tourism, where he received more than 15 thousand soles per month until the end of August.
On September 1, again, he was awarded a public office, this time being appointed advisor to the Senior Management of the PCM office, where he continues to work until today. Along the way, he was close to being highlighted as Peru Ambassador to the Vatican, but did not succeed because the Prosecutor’s Office ordered against him an impediment to exit from the country, which frustrated his rise.
Thanks to the first two positions, Demartini took a fortune. In the 14 months as a minister he received 420,000 soles in total and in the six months as an advisor to Mincetur, he received 93,600 soles. That is, 513,600 soles in just 20 months, without counting what will begin to win since the end of this month.
An established pattern
The pattern that Demartini has repeated is repeated in many other ministers and former ministers.
Morgan Quero initiated his prominence in the public sphere in January 2022 when he was appointed head of the Midis advisors cabinet, when the head of the sector was just Dina Boluarte, at that time Vice President of the Republic.
He remained there until in February 2023, already with Boluarte sitting on the throne of Pizarro, he was highlighted as head of the Technical Cabinet of the Presidency. A year later he became director of the Center for High National Studies (fall) and finally stressed in his current position, Minister of Education, where he remains stable despite his multiple media outbursts.
Fanny Montellanos also appears on the fortune list, who assumed as a vice minister of policies and social evaluation of Midis barely Boluarte put the presidential band.
In February of this year she was promoted to minister of women and vulnerable populations, and finally became the head of the Midis, after her recent designation of just over two weeks ago.
The same route followed Leslie Urteaga. On December 21, 2022, it was convened by the then brand new president to lead the Ministry of Culture.
He was only out of the State for three months, at the end of 2024, to manage Midis on the last day of January of this year. Recently, it was removed from office, but it is only a matter of time to know which state of the state will be sent.
Of course, it could not be mentioned to Minister Juan José Santiváñez, who was the owner of the internal sector since May of last year for 10 long months, in which his management was so deplorable that even this congress, related to government policies and demands, had to censor him for his inability.
Dina Boluarte rescued him and handed him a position that had been deserted since her creation. Thus, in April he assumed as head of the Intergovernmental Monitoring Office of the PCM, where, according to Peru21, he fulfilled the same functions as the president of the Council of Ministers.
Without any shame, on August 23, Santiváñez swore as Minister of Justice, where he remains with the intention of reforming the justice system that, rather, pursues it for serious questions that are under investigation.

We can also mention Raúl Pérez Reyes, who during this Government has been Minister of Production, Minister of Transport and Minister of Economy.
Meanwhile, César Vásquez remains firm in the Ministry of Health, where he arrived on June 19, 2023. That is, it is 27 months directing this key sector of the country. The permanence, in this case, would obey more to a political pact with Alliance for Progress (app).
Also, Ángel Manero remains as head of Agriculture for 20 months.
For all these characters, the State turned out to be the golden dream of labor stability with high remuneration.
