The acquisition of 100 trucks for more than 17 million 880 thousand soles made by the Regional Government of Freedom under the management of César Acuña, has aroused questions about alleged cost overruns and the transparency of the process.

The questionable thing is that the next day, on October 18, 2024, the same Company sold an identical fleet to the Regional Government of Ancash, with the same technical specifications and even with the same seller, but at a cost of 14 million 425 thousand soles. That is, almost 3 million less than what was paid for freedom.
Argument of the Government of Freedom
When asked to Governor César Acuña, he could not answer, claiming that he had no knowledge of the case and deriving the consultation to the general manager, Martín Namay.
In that sense, Martín Namay justified the difference claiming that the contract included maintenance extended to 165 thousand kilometers for part of the units and a service of satellite monitoring for three years. However, it was specified that only 45 vans have that total coverage, while the others have maintenance up to 100 thousand km.
“There are regional governments that buy no maintenance and others like us that have been bought with operation and maintenance. We reject all kinds of valuation,” assured.
According to Renato Ulloa Delgado, Automotive Commercial Manager, the regular maintenance cost for 100 trucks up to 100 thousand km borders between 12 and 15 thousand soles per unit, that is, around 1.5 million soles in total.
