On September 1, not only the deadline for electoral alliances were expired. That day the period also ended to communicate to the ONPE which modality of primary election will use: open, an affiliate-a vote or the election by delegates.
An aprista, a vote
Only one of the 39 lists will make its primary elections under the modality of “a militant, a vote.” This is the case of APRA, the exception against the other 35 games and 3 electoral alliances. According to the Executive Director of the Peruvian Institute of Electoral Law, there must be a correspondence between the type of internal choice chosen and what the internal norms of each group say. However, the party would have expressed before the ONPE its intention to have an internal election through the delegates system. This incongruity has been indicated by the citizen Noemí Marissela Macahuachi with DNI 62711719. “To verify such irregularity, it would be necessary to declare that the party is prevented from participating in the general electoral process,” says the letter addressed to the Chief of the ONPE, Piero Corvetto. If that is the case, “an infraction would have been incurred that violates the principle of electoral preclusion,” says the document. With this observation in the hands of the ONPE, the response of the electoral authority is pending on whether or not a procedure against popular renewal will open, which could define its permanence in the electoral contest of 2026.
Does this mean that popular renewal will have to carry out primary elections open to all citizens, affiliates or not, by universal vote, free, mandatory, equal, direct and secret? Yes, because it must be consistent with your own statutes. That would make the ‘Porky’ party the only group that will apply this internal election modality.
