Peru requires improving security spending

Between January and July of this year, 15,989 complaints were registered by extortion, 37,096 for theft, 101,560 per theft, 1,546 for homicide, 930 for kidnapping and 20,979 for fraud, according to the system of police denunciations (Sidpol). These figures are a reflection of the insecurity that hits the country and the lack of effectiveness to end this scourge.

Despite such alarming numbers, there are regions that record a slow advance in the execution of investment projects for internal order and security. For example, the Regional Government of Lima, which has a budget of S/247,171 and has only disbursed 8.1%; o Cajamarca, with more than S/55 million, a disbursement of just 5.3%.

But we also have other areas that do register advances, although that is not reflected in the reduction of this problem. For example, Piura, where criminality is overflowing, records an advance of 81.1% in the execution of its resources for internal and security investment projects, but the complaints of extortion have increased by 56%.

Therefore, within the framework of next year’s budget, it is necessary to analyze how to boost the execution and improve the effectiveness of the use of these resources. For Carlos Casas, Professor of Economics at the University of the Pacific and CiUP researcher, although what is needed is greater execution, it is also necessary that the amount designated to subnational governments is properly used, so that they can contribute to the reduction of crime.

“It is a constant to see that there is a slow advance of the execution. It is necessary that a team be entrusted to execute the expenditure required by the police stations to address emergencies. But something that we also observe that it is a problem is the high rotation of ministers and security operators. This also makes good management of the budget difficult,” he added. It should be noted that among the management of Pedro Castillo and Dina Boluarte, Peru has had 15 interior ministers.

For its part, the former minister of the sector and first vice president of Congress, Fernando Rospigliosi, warned that there are regional authorities that waste resources, so it indicated that it is necessary that the central government “help the management of subnational governments”, so that they learn to handle public money.
