The Government of Dina Boluarte authorized the trip of the Minister of Justice and Human Rights, Juan José Santiváñezto the Swiss Confederationfrom September 6 to 11, to participate in activities related to human rights.
The decision was made despite the fact that the official has in force a court order that prohibits him from leaving the country for alleged influence peddling.
The authorization was completed through Supreme Resolution No. 190-2025-PCM, published in the Official Gazette The Peruvianwhere it is specified that the minister will integrate activities before the United Nations High Commissioner for Human Rights, the International Committee of the Red Cross and the Human Rights Council, in the city of Geneva.
The provision indicates that its assistance will “strengthen the presence of the Peruvian State in international spaces in human rights”, addressing issues such as technical cooperation and dialogue with the United Nations organs.
In June of this year, the Permanent Criminal Chamber of the Supreme Court issued an impediment of leaving the country for 18 months against Santiváñez, within the investigation for the alleged crime of influence peddling. Despite this, the Executive ordered his participation in the 60th session of the Human Rights Council.
Regarding the expenses, the document details that they will be covered by the Minjusdh budget sheet: air tickets for US $ 3,981.54 and per diem for five days for US $ 2,700. The minister must account for a maximum period of 15 days after his return.
Finally, it was arranged that, as long as the absence of Santiváñez lasts, his office is commissioned to the Minister of Health, César Vásquez.
