Santo Domingo – The Plenary of the Senate of the Republic sent to the Commission of Environment and Natural Resources the project of resolution submitted by Senator Julito Fulcar, through which President Luis Abinader is requested, to instruct the Minister of Environment and Natural Resources, Miguel Cedano Paíno Abreu, to dispose that the population settled in the community of Salinas de Puerto Hermos where historically has resided.
The initiative also contemplates the definition and delimitation of the boundaries of the Dunas of Baní, with the aim of protecting that natural heritage and, at the same time, guaranteeing the legal certainty of the families of the community.
In parallel, Senator Fulcar sent a letter to the municipal mayor, Ing. Santo Ramírez, and the president of the Capitular Chamber, Carolina Díaz, requesting that the City Council dispose of the donation of the land occupied by the residents of Salinas de Puerto Hermoso.
In the letter, the legislator also proposed to coordinate with the Dominican Municipal League (LMD) to manage individual property titles, so that families can access greater legal certainty and development opportunities.
“I am convinced that this step will strengthen the confidence of citizens in their institutions and will sit a positive precedent of commitment to the most vulnerable communities in our province,” said Fulcar in the Charter.
In the recitals of the resolution, it is highlighted that Baní’s dunes constitute a unique natural heritage in the Caribbean, whose preservation is of high public interest. However, it is also recognized that in Salinas de Puerto Hermoso there is a human settlement with several decades of history, composed of working families that are part of the economic, social and cultural development of the Peravia province.
The document approved by the Plenary states that the clear definition of the limits of the protected area will allow to avoid legal conflicts and forced evictions, ensuring that two equally priority objectives are combined: environmental conservation and the protection of the rights acquired by families that have inhabited the community for generations.
The proposal seeks to create a legal certainty framework that contributes to social peace in the territory, while reinforcing the Dominican State’s commitment to sustainability and territorial planning.
The Environment Commission will be responsible for studying the resolution and rendering a report to the Plenary, which will subsequently decide on its approval.
