Congressman Elvis Vergara has presented a motion from age to create a multi -party investigating commission that evaluates and procracted the management of the SOCIAL SECURITY OF HEALTH (ESSALUD).
The proposal arises following the findings of a parliamentary working group that found serious irregularities, including alleged acts of corruption, waste and deficiencies in the service that affect more than 12 million insured. The commission, if approved, would have a period of 120 business days to investigate the entity and recommend sanctions to those responsible.
The motion is based on a preliminary report of the working group called: “Evaluation of the quality of services and the results of ESSALUD management”, which made 30 inspection visits in 19 regions of the country between June 2024 and July 2025.
The results of the report would highlight the inoperative and precariousness of the system, since, it was found that 39% of health establishments do not have current categorization. 9% of surgical rooms are inoperative, which has generated that more than 10,265 patients are on the waiting list. In addition, innovative biomedical equipment were found, including 12 X -ray, 17 ultrasound teams and 4 tomographs.
Elvis Vergara’s document also points out that 25% of EsSalud’s budget is used for third -party services expenses, while only 19% is for the purchase of goods such as medicines. The existence of more than 12,000 service locator contracts that generate excessive expense is also denounced.
The motion details that there were direct hiring with files prescribed between 2020 and 2021 for an amount exceeding S/ 91 million. It is also mentioned a public tender that would be “violating the General Public Procurement Law.”
