The special administrative unit Migration Colombia announced the opening of the Special permanence permit for legal representatives and/or custodians (PEP tutor)a document designed to guarantee immigration stability to those who exercise the custody of Venezuelan children and adolescents in the country. The procedure may be advanced between the September 1, 2025 and April 30, 2026.
This new permit is based on the Decree 1209 of 2024 and the Resolution 2451 of 2025and seeks that adults responsible for migrant minors can access a legal status that allows them to live and work in Colombia. As explained by the director of Migration Colombia, Gloria Arriero López, “the PEP Tutor will facilitate social integration and guarantee the fundamental rights of children and adolescents who remain in our territory.”

Main requirements
They may apply Venezuelan citizens who are legal representatives or custodians of minors with PPT in force as of December 31, 2023provided they have no criminal record, active migratory sanctions or are holders of another PPT or Visa.
The process will begin with the Online record in the single procedure form (FUT)followed by the completion of a socioeconomic survey. Subsequently, the applicant must schedule an appointment, go to face -to -face validation and comply with the biometric registration. After reviewing the information, Migration Colombia will communicate the answer within a maximum period of 30 business days.
In case of approval, it will be necessary to cancel a value of 65,000 Colombian pesos for the issuance of the document, which must be claimed personally.
He Pep Tutor will be valid until May 30, 2031 and will not have an extension option. Initially, it will be implemented in ten cities: Bogotá, Medellín, Barranquilla, Cartagena, Pereira, Maicao, Pasto, Cali, Cúcuta and Arauca.
