He Minister of Justice and Human Rights, Juan José Santiváñez, He confirmed Tuesday that the National Criminal Policy Council (CONAPOC) approved the construction of a maximum security prison on the El Frontón Island, destined exclusively for bosses and leaders of violent criminal organizations operating in the country.
“A few minutes ago, unanimously, we have just approved the construction of the El Frontón prison, after technical exhibitions on viability and financial issues,” said Santiváñez, who said that the project will mark a structural change in the Peruvian prison system.
The minister explained that the new prison will be built under modern standards, with prefabricated modules, as well as the high security prison CECOT in El Salvador. The estimated execution period is 8 to 10 months, once the land is enabled.
The project will have the support of the Ministry of Defense and the Armed Forces, which will have the task of cleaning the land, demolishing old structures and collaborating in the building of the modules.
“It has been shown that previous opinions on the invisibility of the prison were wrong. The island has space to build up to 3.5 hectares, which guarantees sufficient capacity for a high security prison center,” said Santiváñez.
Financing and political support
The work will demand an investment of 174 million dollars, which will be covered under the modality of tax works with private sector contribution.
In the Conapoc session, representatives of the Judiciary, Public Ministry, Congress of the Republic, Ministry of Interior, National Police, Universities, Ombudsman and Regional Governments participated. All supported the proposal unanimously.
In addition, Santiváñez announced that tomorrow the official agreement will be signed between the Ministry of Justice, the National Penitentiary Institute (INPE) and the Ministry of Defense, by provision of President Dina Boluarte.
