As indicated in the document, the authorities involved justify the project in “the overcrowding crisis in the Penitentiary System of Peru”. And, government information indicates that the prison population is 102,493 inmates in a space designed for only 41,764 people. The overpopulation estimated by Boluarte and its ministers is 130%.
The folder handles two possible construction modalities. The first is the option of tax works, where it is estimated that “the first stone” could be placed in mid -July 2026. And the second is public procurement: the date planned to start is in mid -June 2027. In both situations, the current authorities would leave the development of the project for the next government.
The estimated budget for pre -investment studies in both cases amounts to S/3 million.
On the other hand, the prison design contemplates the installation of a series of complementary services to ensure its correct operation, such as a desalination plant to obtain water, a wastewater treatment plant, a solid waste management system and a mixed energy generation system (photovoltaic, wind and diesel).
In addition, the construction of a logistics dock is expected to facilitate the transport of materials, equipment and personnel both during construction and in the operational phase.
The Island El Frontón, formerly known as Criminal San Juan Bautista, is located in the Pacific Ocean, in front of the Callao Bay. It is located at a distance of approximately 7 km from the coast of Callao, which translates into a trip of about an hour in motor boat.
This place has a total area of 579,131,2647 m² (57.91 hectares). However, the useful area for the construction of the prison is estimated at approximately 12 hectares due to topographic limitations, such as cliffs and escarpes.
