Government and Cofe signed pre -agreement for changes in medical licenses

Uypress – The Secretary General of the Confederation of Organizations of State officials (COFE), José Lorenzo López, explained on a press conference the scope of the pre -agreement with the Government on the modifications to the medical certifications regime. If the agreement is specified, “the claim before the ILO would be dismissed.”

After the meeting in the Executive Tower, López said that the preman elevates from nine to twelve days a year the number of wages with medical certification without discount.

In addition, it extends the amount of exonerated diseases of the discount such as those linked to mental health and risk pregnancies, which would be added to current ones such as cancer ailments. On the other hand, the pre -agreement stipulates a greater number of days of adoption license.

Another of the claims contemplated is that this regime will cover all public officials, including hierarchical ranges, López clarified to the press. “There should be no discrimination on the part of the Executive Power,” said the union leader about magistrates and prosecutors.

“As this requires a modification of the Budget Law, we have agreed that until the Budget Law is resolved and applied next year, this year they will not run the discounts,” said the union leader.

For López, “this pre -agreement contemplates several of the aspirations” that they had and indicated that the next step will be to raise the document to the union organizations of public officials.

If the agreement is specified, López confirmed that COFE and the PIT-CNT would withdraw the complaint filed in June 2024 before the Committee on Freedom of Labor Organization (ILO). In November, the ILO suggested to the Uruguayan State the call to an area of conciliation to negotiate an exit to the Differential. This dialogue space was constituted in April, during the administration of Yamandú Orsi.

The current regime, established during the government of Luis Lacalle Pou, includes nine annual days for medical certification without discount. As of the tenth, the state has the right to receive 75% of its remuneration. Certifications during pregnancy or temporary disability are excluded from this regime for a recognized work accident, among others.

The Minister of Labor and Social Security (MTSS), Juan Castillo, highlighted at a press conference the negotiation work that began in April, whose first step was to leave “in suspense the decree” of the previous government because “the rules of the game changed to all public officials,” said the leader. The second step was to “pay attention to the ILO” to install an area of discussion and the third “the search for agreements.”
