Responsible for the conservation of 6.1 thousand km² of green coverage in Brazil, the model of granting natural and urban parks to private initiative has the approval of most public managers and concessionaires. Is what points to Perception research on concession contracts in Brazilian parks launched on Thursday (21), by the non-profit organization, Semeia Institute.
Among the findings of the unprecedented publication are positive perceptions among interviewees such as the Approval of 77% of shares to attract new audiences to these conservation units, highlighting 76% to attention to children’s attractions and positive evaluation of 53% of initiatives for the development of the territory where parks are located.
The diversification of activities, attractive events and services offered, as well as information on the site, were positively evaluated.
The study results also made negative evaluations such as availability of tools necessary for efficient contractual management, which failed 60% of research participants.
THE dissatisfaction on agility in the process of approval of works and on environmental actions was also manifested by 50% of managers.
THE Research heard managers of concession contracts from both the private sector and the public power in the three municipal, state and federal spheres, covering 28 contracts, 21 of natural parks and 7 from urban parks.
The methodology adopted four approaches: management and governance, visitation and public use, socioeconomic impact and nature conservation.
According to the manager of structuring and management of partnerships in parks of the Semeia Institute, Barbara Matos, the study was developed with the objective of enhancing the sustainable socioeconomic development of Brazilian parks and conservation units, valuing scenic, geological, water and cultural attributes.
“Therefore, it also presents recommendations and good practices to improve the conduct of concession contracts, focusing on transparency, efficiency and quality in the delivery of services to society,” he adds.
Among the recommendations are:
Strengthening the performance of the public power,
Expansion of dialogue channels with society,
Creation and training of multidisciplinary teams in management structures,
Formalization of procedures through ordinances, normative instructions and decrees,
Allocation of appropriate financial and technological resources, and
Adoption of contractual management manuals for process standardization.
These measures are essential to ensure more efficient, inclusive and aligned contracts with collective interests, ”concludes Barbara.
