The National Electoral Process Office (ONPE) will apply an electoral strip in the primary elections of the 2026 general elections, through which the candidates who will participate in the general elections of April 12, 2026 will be elected.
Its dissemination will be carried out from November 15 to 27, 2025 if the political organizations will opt for the modality A (affiliates and non -affiliates) or B (only affiliates), established in article 24 of the Law of Political Organizations and from November 22 to December 4, if all political organizations will opt for modality C (delegates), in accordance with the aforementioned legal device.
For this reason, the electoral agency trained on August 18 the representatives of the media, and social networks, as well as the representatives of the business political organizations to participate in said elections on the characteristics of this type of indirect public financing.
The electoral strip are spaces hired by the State, through the ONPE, with the media of broadcasting and television, private property or the open signal state, national cable channels of national scope, radio stations, public or private already hire daily advertising on social networks, so that the political organizations that participate in an electoral process with registered candidates, including the primary, can disseminate government plans and electoral propaganda.
In general, among the disseminated aspects are the supervision of the strip, the prohibitions and requirements of the spots, technical and operational aspects, and the mandatory registration of electronic box. Likewise, the legal issues and the operational process were presented to consider by the media and social networks, as well as the interfaces of the digital financing portal (PDF) clarity, among others.
Regarding the regulatory framework of this direct public financing modality, it was recalled that, in accordance with article 36-D of Law No. 28094, the radio or television media that disseminate electoral propaganda other than that hired as indirect public financing incur in serious, sanctionable infraction, sanctionable with a fine that can range from 16 to 30 tax tax units (ITU).
The specialists of the Supervision Management of Party Funds also explained the three modalities of primary elections (affiliates and non -affiliates, affiliates and by delegates). Likewise, they detailed the criteria for the use of the electoral strip, the pre -registration of social networks, the registration of suppliers and the selection of media by the political organizations themselves.
While the training for the representatives of the media and networks developed virtually, the one offered to political organizations was face -to -face and was developed at the headquarters of the electoral body, located in Jr. Washington No. 1894, in the Cercado de Lima. In the latter case, after the exhibition, the exhibitors answered various consultations of the representatives of the political organizations.
