The Senate took a key step in the debate for the financing of higher education and marks the court again to Government. In a joint plenary of education and budget commissions, the favorable opinion was signed to the project that reinforces and shields the budgets of public universities.
The initiative, which already has half a sanction of the Chamber of Deputies, was ready to be treated in the enclosure in the next few days. However, the Government Nacional already anticipated that he prepares a new veto, as happened with similar projects in the past.
The approved text proposes a series of measures to ensure the financing of 137 university institutions, including 54 national universities, which house more than 2.35 million students and 220,000 teachers.
One of the central points of the project is the update of the operating expenses of public universities as of January 1, 2025, taking as reference the accumulated variation of the index of Consumer prices (CPI) between May 1 and December 31, 2024.

In addition, for the current year, bimonthly rises are established that allow sustaining the functioning of houses in the face of inflation progress. The project also contemplates the update of teaching and non -teaching salaries, from December 1, 2023 to the sanction of the law, in a percentage that may not be lower than the IPC of the same period.
Every increase must be remunerative and bonus, which implies a direct impact on the real salary of university workers. Another prominent article of the project establishes the mandatory call for joint negotiations with a maximum periodicity of three months.
Salary deterioration
In each section of the negotiation, a monthly update should be guaranteed not lower than the inflation published by INDEC, both for teaching and non -teaching staff. This clause seeks to avoid salary deterioration against prices advance and ensure decent working conditions in the university system.
During the debate in commissions, Senator Eduardo “Wado” of Pedro, head of the Education Commission, firmly defended the initiative. “Today is the best project we can have to replace the financing deficit proposed by the Government. What we are financing is an educational ecosystem that cannot be drifting, ”he said. He also criticized the“ installed prejudices ”and the“ dirty campaign ”against the university system, and remarked that“ teachers cannot be below the poverty line ”.
