Santo Domingo.-The international tender convened by the Central Electoral Board (JCE) to acquire the new card entered its final stage with the opening of the only economic offer presented in the process and corresponds to the EMDOC consortium for an amount of RD $ 3 thousand, 363 million, 322 thousand, 412.
Process aspiring
Initially, three consortiums were presented to the process; In addition to the aforementioned, ID Secure IDS participated, made up of companies (Midas Dominicana); and Cedula 4.0 RD, (Copy Solutions International) none of which managed to gather the technical and financial requirements.
Estimates
Although the JCE estimates that the cost of the process would exceed six billion pesos, the entity’s legal consultant, Denny Díaz, explained that it is a first stage of the cedulation project. “For that there is a budget, an appropriation, a projection and then, in the execution of the contract there is another projection.
That is why the amount that has been discussed is six billion but the offer covers the first phase. It is a successive execution contract for a period of time, “Diaz said by explaining the legal details of the process.
The teams
EMDOC’s economic proposal contemplates the acquisition of various equipment, materials and services linked to the modernization of the identity and registration cards.
Among the main items, 8 million cards for cards are included, with a unit price of 156 pesos, which represent a total of RD $ 1,248,000,000.
Likewise, the purchase of 214 print machines is contemplated, with a unit cost of RD $ 4,999,250, which amounts to RD $ 1,069,839,500.00.
The proposal also incorporates a PKI – CA system, valued at RD $ 216,403, 264, in addition to 800,000 digital identity cards at a unit price of RD $ 261.00, equivalent to RD $ 208,800,000.
In the line of peripherals, a kit of technological equipment composed of a scanner (RD $ 36,057), 230 RFID readers (RD $ 1,192,090 in total), a signature reader (RD $ 29,551), a fingerprint reader (RD $ 108,439), a point of sale printer (RD $ 50,831) and a reader of Person digital footprints (RD $ 11,522).
The document also requires the acquisition of a camera, with a cost of RD $ 81,194.00.
These inputs are added maintenance services for 24 months: for printing machines (RD $ 75,494,616.00), for the PKI system (RD $ 33,064,296.00) and for the digital identity card (RD $ 35,874,784).
It is only proposed
Prior to the opening of envelope B contained in this proposal, the president of the Purchasing and Contracting Committee, Luis A. Mora, said that “in this session there is still no adjudication.” He indicated that it was an opening act: “The award act will be announced in the next few days if it proceeds.” In case no, the process is deserted and must be restarted.
Parties supported the bidding process
Opinion. The majority political parties have been optimistic about the process. The JCE complied with most of their requirements and kept them informed of all the steps.
Upon leaving the opening ceremony of economic offers, the representatives of the modern revolutionary parties and strength of the people positively valued the offer, although they showed a certain detachment around the final decision adopted by the Buying and Contracting Committee of the organ.
The issue of budget appropriation, the JCE usually covers it within the framework of the approval of a complementary budget.
