The Ministry of Transportation and Communications (MTC) appointed David Fernando Mayorga Lizárraga as the new executive director of the Special National Transport Infrastructure Project – Nacional Provías, according to a resolution published in the Official Gazette The Peruvian.
The designation was formalized through Ministerial Resolution No. 563-2025-MTC/01, signed by Minister César Sandoval Pozo. Mayorga Lizárraga assumes the position in replacement of José Enrique Palomino Reina, who had been exercising as a director in charge since June of this year.
This resolution was published on August 15 in the Official Gazette El Peruano and indicates that the designation is carried out within the framework of the powers granted by the Organic Law of the Executive Power and the Law of Organization and Functions of the Ministry of Transportation and Communications.
The Ministry of Transport and Communications ordered the administrative restructuring of the Special National Transport Infrastructure Project (NATIONAL PROVITIES) and decentralized provisions.
The measure was formalized through the Directive Resolution No. 564-2025-MTC, which also provides for the formation of a temporary sector commission responsible for preparing a report on the critical processes of national provisions and decentralized provisions.
Sandoval indicated that this decision is intended to eradicate irregular practices in the Public Bidding Committees.
“With this decision that adopts my office we will break the vicious and corrupt circle of the mafias of the Public Bidding Processes Committees. We will close the doors to corruption. It is an express indication of the president of the Republic that goes in the line of transparency that our management is applying”He said.
