Junín: Municipalities leave millions of suns without spending despite the rains coming

A few months after completing the year and with the rainy season closer and closer, the provincial municipalities of Junín show a worrying slowness in the execution of the budget allocated to the budget program 0068: “Reduction of vulnerability and emergency care for disasters”.

This situation puts the integrity of thousands of citizens at risk, especially in areas of high exposure to huaicos, landslides and floods.

Execution

According to information from the Ministry of Economy and Finance (MEF), only four of the nine provinces of Junín exceed 50% execution of their modified institutional budget (PIM). Among them, Jauja leads with 59.2% execution of S/ 792,630, followed by Huancayo (58.3% of S/ 1,667,709), Chanchamayo (55.0% of S/ 4,497,072) and Tarma (53.5% of S/ 1.197,552).

In contrast, the province of Satipo, which received the largest regional budget with S/ 29,254,838, has barely executed 12.8%, reflecting an alarming lack of political capacity or will to carry out disaster preventive actions. They are followed with low levels of execution Chupaca (34.4% of S/ 218,467), Junín (34.8% of S/ 138,281) and Yauli (45.1% of S/ 5,264,270).

This inaction is especially critical considering that the 0068 program is designed to prevent tragedies through the implementation of mitigation works, creek cleaning, acquisition of emergency equipment and reinforcement of vulnerable infrastructure.

At the regional level, the municipalities have committed millions, but their slowness in spending these resources evidences a lack of management.
