According to an investigation by Panorama, Beatriz Benique Quispe, a housewife who sells breakfast in Villa El Salvador and survives with just 30 soles daily, appears in the state hiring supervision agency as a shareholder of 50% of the company Consulting and Construction Group Pergola SAC, a company that obtained public contracts exceeding S/ 2.5 billion. The construction company, by means of a statement sent to the aforementioned medium, denied that Quispe is a shareholder of her company.
The citizen, meanwhile, claims to ignore the existence of the company. “I don’t know what they are talking about. I only dedicate myself to my house,” he told the aforementioned medium. He repeatedly denied any link with the construction sector or with the millionaire contracts awarded from the company in regions such as La Libertad, Ayacucho, Huánuco, as well as in the Ministry of Health, the Ministry of Transportation and the SUNAT.

In this regard, Cecilia Ruiz, an expert in hiring with the State, indicated that presumed irregularities could be alert. “In my professional experience of public contracts … I have not seen a similar case … and these success stories are quite unique … so it must be verified in the National Registry of Suppliers,” he told Panorama.
“It is valid that the company can answer it is up to me to update or send who my new shareholders are … When we talk about public contracts you cannot say I forget because you are violating the law and this type of consortiums, these types of companies for these contracts that have been awarded cannot refer that it has no knowledge or that the law does not know,” he added.
