The Attorney General’s Office denounced an unusual registration of identity documents in several municipalities in the country, allegedly to alter the electoral census before the proximity of the legislative and presidential elections of 2026.
“With a cut on August 3, 2025, and from the preventive visits advanced directly by officials of the Public Ministry and the information provided by the National Registry of Civil Statusunusually high percentages were identified in the registration of cards in some municipalities in the country“The Attorney General’s Office said in a statement.

In Colombia it usually happens in electoral years that politicians promote the registration of citizens in municipalities other than their home to obtain a greater vote in those places, A crime contemplated in the Electoral Code with the name of “electoral transhumance”.
According to the Public Ministry, the National registration average is 2.29 citizens per 1,000 inhabitants, but in some municipalities that rate is “extremely high”, which increases suspicions of fraudulent records.

The municipality that leads registration is Puerto Gaitán, in the department of the Meta, with a rate of 80.64%, followed by the Jagua del Pilar (La Guajira), with 44.37%, and Ocaña (Norte de Santander) with 26.99%.

The high number of registrations in Acacías, Guamal and Castilla la Nueva, three municipalities of Meta, with percentages of 23,30, 20.40 and 16.40% respectively, has also drawn attention. The Attorney General’s report indicates that, To date, 92,318 citizens throughout the country have been registered to change their electoral domicile for the legislative elections of March 8 and the presidential presidentials of May 31.
