The 4th National Conference on Popular and Solidarity Economy (Conaes) ended this Saturday (16), at the Training Center of the National Confederation of Workers in Industry (CNTI), in Luziânia (GO), with approval of 80 proposals for public policies that will be delivered to the Federal Government. The sector involves initiatives that adopt a self -management model based on the cooperativism, solidarity and fair trade.
The meeting was opened On Wednesday (13) and marked the resumption of the social participation initiative interrupted since 2014, when the 1st National Plan of Popular and Solidarity Economy was prepared.
According to the National Secretary of Social Participation, Renato Simões, besides promoting an update of the National Plan of Popular and Solidarity Economy, The resumption of CONAES is part of the National Strategy of Social Participationwhich, since 2023, has re -established 100 national councils and has resumed 28 conferences held in the country with the objective of listening to the population. “It was a very rich process of reconstruction of this participation from the base to the national plan, in the reconstruction of public policies,” he said during the end of the meeting.
The 4th Conaes summarized the debates and the suggestions presented in the Preparatory Stepswhen they were held 185 local conferences, 27 state and 14 themes and involved the participation of 6,000 people from 1,584 municipalities.
The approved proposals were organized on four thematic axes:
- Production, marketing and consumption;
- Financing, credit and public finance;
- Education, training and technical advice;
- Institutional environment, legislation, management and integration of public policies.
Among the demands presented are Creation of a Ministry of Popular and Solidarity Economy, public centers of solidarity economy in municipalities and territories, as well as a national program of fairs of the Solidarity Popular Economy.
The demands also provide for a national solidarity finance system and a national revolving fund of solidarity economy, as well as the allocation of at least 0.1% of the public budget for hiring technical assistance, training of educators and other initiatives to support the self -management model.
The final plenary also approved 17 motions to be integrated into the conference report and sent to the aforementioned organs.
