León Fredy Muñoz says he helped manage the entry of Carlos Ramón González when there was no arrest or imputation order against him.
Colombia’s senator and ex -ambassador to Nicaragua, León Fredy Muñozissued a statement to clarify the facts related to The stay and application for residence of the former director of the Administrative Department of the Presidency (Dapre) and former National Intelligence Director (DNI), Carlos Ramón González, in Nicaraguawho is being required by the Colombian authorities the Ungrd scandal.
Muñoz explained that González initially requested to enter Nicaragua “in his capacity as former national intelligence director” and that, due to the nature of his position, the permit was denied, but later, he reiterated the request. The then ambassador affirmed that, within the framework of his functions, “I facilitated intermediation with the Nicaraguan authorities to authorize their entry to the country, as should be done with any national.”

The senator indicated that he facilitated his entry when “There was no imputation, condemnation, capture orders, judicial orders, legal restrictions and much less the Red Circular of Interpol requesting today by the Attorney General’s Office ”. He added that his performance was strictly framed in diplomatic functions and within the legal framework, as he did with other Colombian citizens.
On the permanence of González in the embassy, Muñoz said that this was “exclusively visiting” and that there was no formal or verbal application for permanent accommodation, or any management to facilitate its filing or residence in Nicaragua during his period as an ambassador.
The former ambassador said that, during his exercise, he did not report or consulted on this matter with the Foreign Ministry or with the Presidency of the Republic, since “these actions are within the exercise of what was my work as an ambassador.”
As for his departure from the diplomatic mission, the senator said that on February 3, 2025 he accepted his resignation to the embassy to assume his seat in the Senate. “At the time of my departure No management related to Carlos Ramón González was not ongoing. For this reason, none of the events after February 4 in the diplomatic mission was informed to me and much less are my responsibility, ”he said.

Muñoz reiterated his willingness to collaborate with the competent authorities “to clarify any aspect related to this case.”
Finally, he defended his public career, which, he said, was framed in his commitment to the truth and expressed his willingness to respond to any official requirement “to guarantee transparency.”
Meón Fredy Muñoz, senator of the Alianza Verde Party, said that this statement was issued to deny versions that, in his opinion, could affect his image and his performance as an ambassador to Nicaragua.
