Chevron’s entry to the operation of three oil lots in the sea against Trujillo continues to wait for the approval of the necessary supreme decrees to formalize their participation. More than 60 days have elapsed since the process began to incorporate the US company in the license contracts of the Z-61, Z-62 and Z-63 lotscurrently operated by Anadarko, without the process having completed.
It was learned that the procedure – which began in the Ministry of Energy and Mines (Minem) – went to the Ministry of Economy and Finance (MEF), but was recently returned to the Minem because the MEF requested the incorporation of digital signatures of the officials who participated in the review. After this adjustment, the file returned to the MEF and, once approved, must be sent for the signature of President Dina Boluarte, which could add additional weeks to the process.
The regulations establish that to modify the participation in a license contract, it is necessary to issue a supreme decree with the approval of the MINEM, the MEF and the Presidency of the Republic, within a maximum legal period of 60 days. However, the procedure has already exceeded that limit.
Answer the Minen
Peru21 consulted the Minem about the causes of the delay in the approval of the decrees that would allow Chevron’s participation in the aforementioned lots. The Ministry indicated that the supreme decrees were signed by their sector within the period established by law and that, currently, the process is in the competence of the MEF and the president.
“(The MINEM) has complied with processing the requirements presented and the date have already been evaluated and approved the supreme decrees of the z61, Z62 and Z63 lots in the deadlines established as established in article 11 of the Organic Law of Hydrocarbons; which are being signed by the corresponding authorities,” said the Minem.
Beyond that it is a transnational of the relevance of Chevron, the Executive must comply with the legal deadlines if it seeks to promote the entry of foreign investment in the country, as noted by President Boluarte in her work trips.
