With the reform to regulate electric vehicles, the city government could have revenues of between 21.5 million and 385 million pesos per 10,000 units, both for procedures – as a driver’s license, plates and circulation card – and for the application of fines, according to an estimate of the Public Finance Studies Unit of the Capital Congress.
Although there is no official record, it is estimated that around 120,000 electric motorcycles circulate, without considering other electric vehicles such as skateboards.
The change arises from the proposed initiative sent by the Head of Government, Clara Brugada.
“All these actions try to take care of users, to avoid accidents and have a very clear use of streets for mobility in Mexico City. I am sure that these modifications are going to save lives, which is the great objective,” said the president at a press conference on March 4 by making the initiative known.
Motorcyclists are the main deadly victim of traffic acts in Mexico City: in 2024 they represented 44.5% of the deaths with 232 people deceased and from January to March 2025 have concentrated 48.6% of the deaths with 54 motorcyclists who lost their lives, according to data from the Mobility Secretariat (Semovi).
However, the agency does not distinguish in its reports how many deaths correspond to conventional or combustion motorcycles and how many to electricity.
