Colombia and China reinforce cooperation with the signing of a memorandum of understanding

The Superintendence of Industry and Commerce of Colombia and the State Administration for the Regulation of the Market of the Popular Republic of China signed this Thursday in Bogotá a memorandum of understanding to promote Cooperation in the regulation, supervision and promotion of the quality and safety of the products that are marketed in both countries. The agreement is part of the consolidation process of the Strip and the Route initiative, known as the ‘Silk Route’.

During the act, the Superintendent of Industry and Commerce, Cielo Rusinque, said that the signature of the memorando represents “The opening of a renewed chapter in the history of cooperation between our peoples “and reaffirms” the firm will of both nations to work decidedly to strengthen mutual cooperation

The Colombian entity identified, based on their experience and the priorities shared with China, several strategic areas in which a joint work is expected, including Competition, jurisdictional matters, industrial property, legal metrology and consumer protection.

According to Rusinque, the purpose is “Build a large interconnected market based on trust, exchange of knowledge and the application of modern, transparent and effective regulations“In the same line, the Superintendent indicated that cooperation between the two institutions will allow” moving towards a safer, innovative and sustainable trade “and will facilitate the integration of the economies of Colombia and China” in global value chains, at the same time strengthening confidence between our institutions. “

The agreement seeks to strengthen the regulation, supervision and promotion of the quality and safety of products in both markets.

Rusinque reported that, within the framework of this cooperation, the Chinese government extended an invitation for the Superintendency to postulate its participation in the Infrastructure Industry Development Seminar, which will take place from September 5 to 25, 2025 at the University of Jiaotong in Beijing.

The bilateral approach occurs in a context in which Colombia formalized, on May 14, its adherence to the ‘Silk route’ under the leadership of President Gustavo Petro. Rusinque, then Minister of Commerce in charge, He was part of the official delegation that participated in the adhesion ceremony in China.

On that occasion, The official signed an understanding memoranda with Chinese authorities focused on the promotion and facilitation of a stable tradethe exchange of policies and industrial cooperation, as well as in the strengthening of collaboration for development.

The ceremony was attended by the official Chinese delegation, headed by Luo Wen, Minister of the State Administration for Market Regulation, and accompanied by senior managers from different technical areas of that authority, such as Liu Jiannan, general director of the Department of International Cooperation; Wang Shengli, general director of the Department of Product Quality Regulation; Wang Yunsong, General Director of Special Equipment Safety Supervision; Ding Zhiyin, Director of International Cooperation Division; and An Rang, Deputy Director of Division of the General Office. Zhu Jingyang, Chinese ambassador to Colombia also attended; Gao Jinbao, counselor of the Embassy; and Dai Hanjie, added of the embassy.
