The union leader recalled that the CREG 098 resolution of 2019, which defined mechanisms to incorporate storage systems into the transmission network, lost validity in December 2022.
“It is necessary to restore, improve and complete the regulatory framework that enable these initiatives, promoting your market share and facilitating your connection to the system “he said.
Currently, Colombia has two storage pilots in solar parks and a project awarded Saeb La Arenosa, which does not yet come into operation. There is also no regulation to remunerate the complementary services that these technologies can offer, as frequency regulation, voltage control or operational support.
According to Hernández, this situation can affect the reliability of the electrical system and stop the deployment of clean energy. “We must accelerate decisions that are fundamental to ensure the reliability of the electrical system Colombian, ”he said.
Being Colombia also proposes to restore the guidelines of the CREG 098, incorporate adjustments derived from the experience of the pilot La Arenosa, as greater flexibility on commercial operation dates, changes in the methodology to calculate the guarantees and appropriate remuneration schemes.
