Eight months after the 2026 elections, the Bank of the Nation Operations Manager reviews the current status of the implementation of the contribution system to the political parties that, according to Law No. 32254, can only be carried out in the entity, in cash, check or from an account of the same bank.
It also advances that any change to allow contributions by interbank transfer or digital wallets – as Yape or Plin – “depends” on the congress.
Did the Bank of the Nation already implement the contribution system to political parties?
We, from the moment that the norm and its regulations have been issued (in January and March, respectively), we are ready and waiting for all political parties who wish to have their collection account.
“Yes, no party (has opened its account),” says the operations manager of the Bank of the Nation, María Luisa Guevara, in an interview with Peru21.
What requirements must meet the matches to open their collection accounts, if until the last Friday none had done?
Yes, no party (your account has opened) … the requirements are in the page (website of the Bank of the Nation); However, they have to approach the bank’s offices or do it through an email. They have to submit an application. They can do so in any office and deliver the documentation. In a period of five days, we deliver the account number. This is a bridge account nothing more. In the application, they have to give us what account (from any bank) we will transfer everything we collect.

What are these documents that the party’s treasurer has to bring?
It has to bring a letter or application, a letter of transfers instruction, an original record of registration of the political party of the ROP (registration of JNE political organizations), an original proof of the state of affiliation of the treasurer and the representative that will handle the account, a copy legalized by a public notary of the current statute of the political organization, a copy of the DNI of the Treasurer, and if it corresponds to the other representative that will be authorized. These are those documents that have to deliver or send them by email … The legal area makes the evaluation that this documentation is compliant, and within a maximum period of five days, we are giving them the collection account that will be nominated in the name of the Bank of the Nation.
To make it clear, none of the 43 games that will participate in the elections have done any procedure to open its collection account?
No political party. And we take the opportunity to invite all political parties. We have eight months for the 2026 elections to begin, that they approach our offices if they are interested in having the collection account. The norm mandatory the Bank of the Nation. However, they also have the option of approaching other financial entities.
What is the procedure to approach other private financial entities?
The obligation (to open the collection account) is from the Bank of the Nation. If they do not want, they will have to ask the financial entity (to choose), because the law allows it, and they will have to give the requirements they have implemented (see box).
Is the opening of an account, then, is the Bank of the Nation and also by a private bank?
Yes, if they want (the parties) … however, apparently, financial entities are not receiving them. We are in all our agencies nationwide waiting for the political parties that may bring the corresponding documentation.
Could the information they are giving us specify: private banks are not receiving contributions or opening accounts to political parties?
I could not confirm that because I am not a political party …
How does the collection account work?
It is an account that will receive contributions from third parties for a certain political party. Then, we are going to transfer those funds that we have raised during the day to the account that the political party has pointed to us. Likewise, we are going to inform the ONPE every day, pointing out who were the contributors and what a political party, in detail.
How are contributions to the matches in a collection account?
The law and its regulations indicate that the contributions have to make them in the windows of the Bank of the Nation. Because? Because you have to identify the contributor. Moreover, the Judiciary has given us access to the page where we can verify if it is registered in the list of unable to do so.
So, for that verification, we need to approach our windows to make the contributions. The contributions can be in cash, OA check through an account transfer of the same Bank of the Nation.
And for any other implementation – interbank support or by digital wallet by YAPE or PLIN – there must be a modification of the law?
Clear.
And that depends on Congress?
It depends on Congress.

-There is no invitation from Congress. The spokeswoman of the Bank of the Nation said that, so far, it has not received an invitation to the Constitution or Economy Commissions to explain the progress of the implementation of contributions to political parties, as Peru21 advanced.
