The Comptroller announced that it will audit the millionaire contracts that the company has obtained in less than two years LC & EC CONSTRUCTORA CONSULTORA Y SERVICIOSwith the regional governments of La Libertad, Loreto and Junín.
The construction company with the main office in Ventanilla, Callao, obtained the good pro of four public works (three hospitals and one road) without experience, as required by the State contracting lawand whose representative, Lucero Coca Condorishe is a 23 -year -old girl who also lacks knowledge about the item.
The construction company LC & EC registered in public records on July 25, 2023, with a modest capital of S/25,000, and the Lucero Coca date has signed four contracts for S/544 million. They appear as owners of the company Esther Condori Cárdenas and Lucero Coca Condori, mother and daughter.
In a short period of four months, in Consortium with other companies, LC & EC obtained a contract to enable the road that unites Trujillo with Huanchaco and the building of the Virú Hospital, during the management of the regional governor César Acuña.
In the period of the governor of Junín, Zósimo Cárdenas Mujer, LC & EC won the building of a hospital in Satipo; and the governor of Loreto, René Chávez Silvano, granted the construction of another hospital in Iquitos.
In all cases, the company LC & EC was credited with the responsibility of the works, although it does not correspond to it because it did not have the necessary experience.
Lucero Coca Condori’s father, Juan Coca Rojas, would be the shadow operator. It consists of having visited the office of the regional governor Liberteño, César Acuñaand was present in the placement of the first stone of the Virú Hospital, by Acuña.

Consortiums and consortiums
LC & EC did not act alone.
In the case of the Virú Hospital, the Financial and Agricultural Commercial Real Estate Riva Riva of Peru (Riva Peru) and JM Peruvian Constructors were consorted with the Riva Riva Riva.
And it was consorted with the company Marquina Sociedad Anónima Closed General Contractors, for the rehabilitation of the Trujillo-Huanchaco road. Regarding the Loreto Hospital, LC & EC made consortium with Streng and Fassioli General Contractors.
The Comptroller reported that it will also include in the audit the contract that the Zacarías hospital consortium obtained, by the National Health Investment Program (PRONIS)for the construction of the Regional Hospital of Huancavelica, located in the district of Ascension. Without tender, and through the “emergency” contract modality, the consortium achieved the work for S/221 million.
This means that Comptroller will venture into four works in which LC & EC participated and in one where Riva Peru was part, for a total of S/765 million.
Although the construction company LC & EC was not part of the winning consortium in Huancavelica, it is Riva Peru, with which it previously obtained the contract for the construction of the Virú Hospital, La Libertad. In the case of the Huancavelica hospital, Riva Peru consorted itself with MESCO ENGINEERS.
Therefore, everything indicates that the Comptroller will not only concentrate the audit in the construction company LC & EC of the Coca family, but also in its consortiums, such as Riva Peru. And the motives are left over to do it.

A striking case
For example, in the aforementioned case of the Regional Hospital of Huancavelica, Riva Peru consorized with Mesco Ingenieros, a company that has just been admitted to the market and with surprising results.
Between March 6, 2024 and February 21, 2025, that is, in less than a year, MESCO ENGINEERS FIVE PUBLIC WORKS FOR S/753 million were awarded: two for S/265 million for the Regional Government of La Libertad, during the mandate of César Acuña (Otuzco Support and Rehabilitation Hospital of the headquarters); and three for the pronis for S/487.8 million.
Very surprising results for Mesco Ingenieros, a company that was registered in public records on July 29, 2020 by the Argentine citizen Cecilia Barrenechea Méndezmarried to Francisco Javier Ávila. He consigned a capital of S/50,000.
This means that the Comptroller in this first stage of its research will include all companies related to the aforementioned hiring:
- LC & EC CONSTRUCTORA CONSULTORA Y SERVICIOS.
- Riva Real Estate Industrial Commercial and Agricultural Industrial Branch of Peru.
- JM Peruvian builders.
- Marquisa General Contractors.
- Strengyro and Fassioli General Contractors.
- MESCO ENGINEERS.
But this relationship of six companies could grow if the track is followed by the hiring and the consortiums, and that is what the Comptroller will do. That is why he has incorporated the company Riva Peru, a subsidiary of a matrix based in Argentina. On July 26, 2010, the subsidiary in Lima was registered.
In 2012, it started with a S/92 million contract, to jump to S/1,066 million in 2024 (for five contracts), and already accumulated S/415 million so far from 2025 (only for two contracts). To keep his mouth open for astonishment.
The question that arises immediately is, why Riva Peru, with a long experience in hiring and constructions of public works with the State, consorted itself with LC & EC that is stripped of all experience? Why did he need to link with the Coca family and train consortium with the purpose of offering to present himself to the construction project of the Virú Hospital? Why does Juan Coca Rojas arrive at the Regional Government of Freedom?
It is not ruled out that due to the dimension of the works and budgets involved, this new investigation of the Comptroller could resemble the cases of Lava Jato – which involved the Brazilian construction companies Odebrecht, OAS and their Peruvian partners – and the construction club, where most accused are national buildingers. Corruption does not stop repeating.
