It is a decision without return. The National Jury of Elections (JNE) definitely closed the door to the participation of Popular Unity (UP) in the 2026 general elections.
The reason is simple and lethal for any electoral aspiration: it reached the ROP out of time, after April 12, when the electoral calendar had already closed its doors.
While in the group they speak of a process fulfilled and a violated right, in the electoral entity the response was clear and final: the deadlines are not negotiated.
Through Resolution No. 0285-2025-JNE, published this Friday in the Bulletin of Legal Standards of El Peruano, the highest electoral body declared unfounded the appeal that the former president of the Judiciary, Duberlí Rodríguez, visible leader of the group had presented.
With this, the UP score was firm in the ROP only on June 23 of this year, despite the deadline to register and be able to compete in 2026 beat April 12.

Last Saturday, August 2, with the decision in the first instance still fresh, Popular Unit had already felt the coup: he could not register as part of the Alianza Venceremos, made up of voices of the people, by Congressman Guillermo Bermejo, and New Peru, by Vicente Alanoca.
The story did not start yesterday. UP filed its application on July 11, 2024, complying with the formal steps: publication of the synthesis in the Peruvian, dissemination on its website and other required requirements. But political times are like a train: if you are not on the platform when it arrives, the campaign is still without you.
With this decision, the JNE feels a precedent on the strict application of electoral deadlines. And although the ruling leaves them out of 2026, Peru21 knows that UP maintains an agreement with the alliance we will overcome and that Duberlí Rodríguez could apply to the Senate if the coalition receives the green light of the JNE. The problem: the political alliance on registration has been observed by the electoral entity itself.
