The last legislature of the parliamentary period 2021-2026 began with the task of serving the sector labor. In a sense, according to the labor horizon, it is necessary to respond structural problems.

Approved standards
During 2024 – 2025, 187 bills were presented in the Labor and Social Security Commission. Of these, 50 were ruled and of that total, 19 projects reached the plenary session, but only 11 became law. As the organization said, the initiatives did not respond to the structural problems of the labor market.
According to work horizon, of these 11 laws, seven were promulgated by insistence, after having been observed by the Executive Power, “which demonstrates a limited articulation between both powers of the State and an inclination of the congress for sustaining initiatives without reaching technical or political consensus with the Executive.”
Within the approved norms, the organization made reference to which allowed the new withdrawal of the CTS December 2026. There are also initiatives that are aimed at regulating specific benefits of special regimes such as the law of the bearing worker, which regulates the exercise of the statistical professional and the law of the dentist surgeon.
On the other hand, in commission proposals on flexible schedules were approved for family reasons, regulations on holidays, improvements in the inspection, extension of life insurance law and expedite labor payments. This does not become law yet.
“The legislative activity 2024–2025 of Congress, demonstrates a worrying thematic dispersion and the lack of an integral approach,” said Horizon.
