In the case of Navarro, the IACHR indicated that it would not be receiving adequate medical care, despite its advanced age and chronic diseases, and that it faces restrictions to receive food and maintain contact with their relatives.

From an X publication, the IACHR condemned “the use of arbitrary arrests to persecute people with political-ideological discrepancies with the government” and reminded the Cuban regime “his obligation to guarantee human treatment to all people under their custody.”

Both Ferrer and Navarro were released in January 2025 after an agreement reached between the regime of Havana and Vatican. However, after the death of Pope Francis, Both opponents were returned to prison.

Ferrer, leader of the Patriotic Union of Cuba (UNPACU), was arrested during a police operation in Santiago de Cuba that also resulted in the arrest of his wife, his youngest son and other activists. For his part, Navarro was arrested when he was about to visit the Matanzas prison, where his daughter, Sayli Navarro, is also held, also considered political prey.

The Popular Supreme Court justified the revocation of the releases claiming that Ferrer and Navarro “publicly prompted the disorder and disrespect for the authorities in their social and online networks” and maintained “public links with the head of the United States Embassy.”
