After About 48 hours of obstruction of the operation of plenary By opposition, the Senate approved, on Thursday (7), the bill (PL) that exempts the payment of income tax (IR) workers who earn up to two minimum wages, which is equivalent to R $ 3,036. The text now goes to presidential sanction. The exemption will be valid from May of calendar month 2025.
THE PL 2,692/2025 It was presented by Deputy José Guimarães (PT-CE), leader of the Government in the House, and replaced Provisional Measure 1,294/2025, issued by the Federal Government, and whose validity would win next Monday (11). If the MP lost the validity, it could harm millions of taxpayers – IR would be mandatory for those who received, on average, R $ 2,606 per month.
The rapporteur of the Senate, the Government leader Jacques Wagner (PT-BA) celebrated the result of the vote, which was approved in a symbolic vote without contrary manifestations.
“Then we will work to approve the proposal to extend the exemption to those who earn up to $ 5,000. We continue working for more social and fiscal justice,” explained the rapporteur.

The proposal for exemption from IR to those who earn up to R $ 5 thousand reais is being processed in the House, awaiting vote in the plenary. Already approved in special committee, the text also provides for a reduction of IR for those who receive between $ 5,000 and $ 7,350.
The measure is one of the campaign promises of President Luiz Inacio Lula da Silva. The vote on the article was delayed by the opposition riot, which occupied the directors of the plenary of the House and Senate after decreed the house arrest of former President Jair Bolsonaro.
Bolsonaro is a defendant for attempted coup and investigated for obstruction of criminal proceedings, due to theUnited States against Brazilian trade and the White House sanction against Moraes. He denies the accusations.
