The House of Representatives approved, on Thursday (7), the Provisional Measure (MP) that creates Extra Payment Program to INSS servers to review care and social security benefits paid to workers.
The measure now follows for Senate analysis. According to the government, MP 1296/2025 has the Objective to reduce the line for granting and reviewing pensions, disease aid and disability pensions, among others.
This was the first project approved in the House Plenary after the EVALUATION OF THE DIRECTOR TABLE by the opposition, which made work unfeasible in the last two days.
The MP foresees payments as an incentive for productivity of R $ 68.00, by process, for INSS servers, and another of R $ 75.00, for expertise or analysis, for medical expert servers. The program will last until April 15, 2026, and may be extended until December 31 of next year.

The Benefit Management Program (PGB) has as its priority objective, according to the text, “enable the realization of reevaluation and review of social security and welfare benefits”.
Also part of the program may be the administrative processes and services whose analysis period has overcome 45 days or with expired judicial term; the social evaluations that make up the biopsychosocial analysis of the continued benefit benefit (BPC); and medical-expert services.
MP’s rapporteur at the Joint Commission, Senator Zenaide Maia (PSD-RN), said the MP is necessary because the benefit reevaluation line exceeds two million cases.
“Estimates [do governo] They indicate that the review of 2.4 million care benefits paid to people with disabilities can generate an annual economy of over R $ 4.5 billion, ”said in the report, exceeding the R $ 200 million expected to fund the program.

PT leader in the House, Deputy Lindbergh Farias (PT-RJ), speaking on behalf of the government, justified that the productivity bonus is important to reduce the INSS line.
“At the same time, the INSS restructuring has been made. After 15 years, there has been a public tender. There are 250 new employees. There has been a reduction in the line, which was 63 days, for about 48 days, since the beginning of President Lula’s government,” he said.
The MP was even supported by opposition parties, such as PL and Novo, but faced PSOL’s opposite manifestation. The leader of the House bench, Deputy Talíria Petrone (PSOL-RJ), said that there is a concern that this review could harm those who, in fact, need the benefits.
“Although we think it is essential to revise and speed up the row, which is giant, in relation to benefits, there is a concern of our bench that this can lead to a very accelerated loss of benefits, especially by the method, which is the prize of those who go accelerated, to review the benefits,” he said.
