The president of the Chamber of Deputies, Hugo Motta (Republicans-PB), opened the plenary session on Wednesday night (6), around 10:30 pm, after a long period of obstruction and protests by opposition parliamentarians. Motta criticized the action of the deputies and said that the demonstrations have to obey the regiment of the house. 
“What happened between yesterday and today with the obstruction of the work is not good for this house. Opposition has every right to manifest itself, to express its will. But all this has to be done by obeying our regiment and our constitution. We will not allow acts like this to be greater than the plenary and than the will of this house,” said Motta.
Opposition parliamentarians have been (6) obstructing the Senate and House of Representatives in protest against house arrest of former President Jair Bolsonaro. They also want to be based on the general and unrestricted amnesty to those convicted of a coup attempt in the trial of the coup plot, as well as the impeachment of the Supreme Court Minister (STF) Alexandre de Moraes.
Mota said parliamentarians cannot prioritize personal or electoral interests.
“In this House I live the solution of buildings to our country, which has to always be first, and not let individual, personal or even electoral projects be ahead of what is bigger than all of us, which is our people who need our decisions so much.”
The mayor asked for dialogue and respect, but guaranteed firmness from the presidency of the house.
“I will always fight for our prerogatives and the free exercise of the mandate. And the exercise of mandate is in respect of what to us is non -negotiable, which is the right of each to exercise the right to speech, to position themselves, and who presides over the house to preside over work.”
Obstruction
Upon arriving at the House plenary, Motta had difficulty taking his chair at the Board of Directors, for the obstruction of some parliamentarians, Especially deputies Marcel Van Hattem (Novo-RS) and Marcos Pollon (PL-MS).
Earlier, the House of Representatives College of Leaders decided to hold a face-to-face session of the Plenary on Wednesday night (6) at 20:30, but the opposition parliamentarians took time to release the space to hold the session. The plenary has been occupied since yesterday by opposition deputies, in protest against house arrest of former President Jair Bolsonaro.
Suspension
According to a note from the General Secretariat of the Bureau, any conduct that aims to prevent or hinder legislative activities will subject parliamentarians to the Internal Regulations of the House of Representatives.
The regulation provides for the presentation, by the Board of Directors, of representation addressed to the Council of Ethics and Parliamentary Decorus requesting the precautionary suspension of a deputy mandate for six months for breach of decorum.
Tutelary council
The chairman of the House Human Rights Commission, Deputy Reimont (PT-RJ) filed a complaint to the Guardianship Council about the presence of the daughter of federal deputy Julia Zanatta (PL-SC) in the plenary, who is a lap baby. According to the deputy, the conduct raises concerns about child security, “which was exposed to an environment of instability, physical risk and institutional tension”
“I was called by colleagues and had to come with my baby. Will they take us to force us?” Asked Mrs Julia Zanatta, sitting in the chair of the president of the house, Hugo Motta.
Senate
Earlier, Senate President David Alcolumbre (Union-AP), determined that the deliberative session of the Senate This Thursday (7) is performed in a remote system. According to him, the decision aims to ensure the operation of the house and prevent the legislative agenda from being paralyzed because of the obstruction of the Senate plenary by opposition parliamentarians.
