He Peru’s government issued a statement in which you reject categorically the statements of the president of ColombiaGustavo Petro, regarding Peruvian sovereignty over the district of Santa Rosa de Loreto, located in the province of Mariscal Ramón Castilla, Loreto region.
Through an official pronouncement of the Ministry of Foreign Affairs, the Peruvian State reaffirmed that the district of Santa Rosa de Loreto was legitimately created by Law No. 32403, unanimously approved by the Congress of the Republic on June 12 and published on July 3 in the Official Gazette El Peruano.
The Executive said that said constituency is under full sovereignty of Peru, in accordance with the provisions of the Treaty of Limits and Free River Navigation with Colombia of 1922 and the demarcation works of the Mixed Demarcador Commission of Limits.
In response to Diplomatic notes sent by the Colombian government in June and JulyPeru had already presented a protest note (RE (VMR) No. 6/116) on July 4, reaffirming its sovereignty over the island of Santa Rosa. The island is part of the Peruvian island of Chinería, assigned in 1929 by the Mixed Demarcador Commission and located west of the international limit defined by the Thalweg of the Amazon river.
Likewise, the statement recalls that the Protocol for Friendship and Cooperation between Peru and Colombia, signed in 1934, ratified the limits established in the 1922 Treaty, including agreements on free navigation and transit in the Amazonian rivers, which Peru has rigorously fulfilled.
Finally, the Government of Peru reiterated its peaceful vocation and its commitment to respect for international law and current bilateral treaties, reaffirming its sovereignty over Santa Rosa de Loreto in a public, permanent and legitimate way.
